Proposals of JSC Russian Railways on changes in the railway legislation - is it again an oversized place or a start of positive processes?

Annotation: There have been considered the amendments to the legislation of the Russian Federation On the railway transport in the Russian Federation and the Charter of the railway transport of the Russian Federation, proposed earlier, this year by JSC Russian Railways. There have been analyzed the proposals to regulate access to services of cargo transportation, to allocate the yards with limited bandwidth, to increase the time of delivery of cargos, etc.
