Risks of unbalanced functioning of the railway industry: strategic vector of minimization

Annotation: There has been given a working definition of the term "balance" in relation to the railway industry. Achieving and maintaining a balanced industry system is considered as an important task of strategic management. Low growth rates of the domestic economy, insufficient quality of state and corporate governance are significant factors that increase the risks of intersectoral and intrasectoral imbalances in the railway industry. There have been given recommendations to improve the mechanisms of strategic planning at the macro - and meso-levels in the context of balance issues. There have been formulated the tasks in the field of organizational development and corporate management of railways.
