Annotation: The article analyzes the main issues of motor transport and transport-logistic services megalopolis market functioning. It contains a regulatory model of urban policy reformation in the sphere of transportlogistics business, taking into account strategic directions of the Program plan of transport development in Moscow. There has been developed a range of objectives and important tactical and strategic arrangements for realization of a regulatory model of the civilized market of big cities transport-logistics services formation.
